Introduction of The Regulatory Reform Fire Safety Order (RRFSO) 2005

1 October 2006 saw the introduction of New fire safety rules affecting all non-domestic premises in England and Wales, (Scotland and Northern Ireland will have their own laws).

The main effect of the changes is to place a greater burden of responsibility on ‘responsible persons’ with an emphasis on fire prevention in all non-domestic premises shifting focus to ‘putting people first’. Fire certificates will be abolished and those previously issued will cease to have any legal status.

If you are deemed to be the ‘responsible person’, you will be required to carry out a Fire Risk Assessment which must focus on the safety of all ‘relevant persons’ in the event of a fire. It must pay particular to those at special risk, such as the mobility impaired and those with special needs, this may include the preparation of Personal Emergency Evacuation Plans (PEEP’s), provision of specialist evacuation chairs and the training of personnel.

Put simply, the RRFSO requires any person who has some level of control in premises to take reasonable steps to reduce the risk from fire and make sure people have a safe means of escape in the event of a fire.
